Background

Assembly Bill 1537 was introduced in response to growing concern about off-duty law enforcement officers secretly working for Immigration and Customs Enforcement (ICE) and other immigration-enforcement agencies, including in incidents where ICE agents have used deadly force and escalated tensions at protests and in communities. Current law allows some officers to “moonlight” for federal immigration agencies, blurring the line between local community policing and federal deportation operations and undermining California’s broader commitments as a sanctuary state.
AB 1537, authored by Assemblymember Isaac Bryan and backed by coalitions like ICE Out of CA, would close this loophole by prohibiting state and local officers from taking side jobs with the U.S. Department of Homeland Security, its contractors, or any entity engaged in immigration enforcement, while also requiring disclosure of any such secondary work. The bill is part of a larger push in California to hold ICE accountable, improve transparency, and ensure that officers who sign up to protect communities are not simultaneously involved in detaining, deporting, or intimidating the very people they are sworn to serve.
