Dear Governor Newsom,
I am writing as a concerned constituent to urge you to swiftly sign AB 49 – the California Safe Haven Schools Act – into law.
AB 49 reinforces California’s commitment to ensuring that every child, regardless of immigration status, has access to a safe and welcoming learning environment. It upholds the constitutional right to public education for all students, as affirmed in Plyler v. Doe (1982), and aligns with our state’s values of equity and inclusion.
This bill is especially urgent given that nearly 20% of California’s K–12 students are undocumented or live in mixed-status households. AB 49 provides critical protections for these students and their families by safeguarding their personal information and limiting the presence of immigration enforcement on school grounds.
Immigrants are an essential part of California’s fabric—contributing to our economy, culture, and communities.
For these reasons, I strongly urge you to sign AB 49 into law without delay.
Thank you for your leadership.
Respectfully,[Your Name]
[Your Zip Code]
Background
This bill was introduced as part of a broader effort to safeguard immigrant communities in light of intensified deportation measures under the Trump administration. Previously, federal guidelines designated schools as “sensitive locations,” making them largely off-limits for routine immigration enforcement. However, in January 2025, the Trump administration revoked these protections, allowing immigration officers greater access to schools and other community spaces.
