My name is __________. I am a constituent, and my zip code is _______. I am a member of Indivisible SF.

As a constituent and a defender of our environment, I ask that you use the Congressional Review Act to oppose the EPA's new rule overturning the Greenhouse Gas Rule of 2024 – a rule aimed at limiting power-plant  carbon dioxide emissions to slow the growing threat of global warming. Please submit a Joint Resolution of Disapproval (JROD) as quickly as possible and force Republicans to vote on the record for or against greenhouse gas pollution and global warming. Hopefully, before the November midterm election.

Background

During the Biden administration in 2024, at the urging of the Environmental Movement and we members of Indivisible, the EPA issued a Power Plant Greenhouse Gas Rule to place limits on the carbon dioxide being emitted by coal and oil-fueled power plants. Carbon dioxide is a major cause of global-warming. Last Monday, at the behest of fossil-fuel donors and "anti-woke" demagogues, the MAGA EPA ignored our public comments in opposition and revoked that rule in order to once again allow smokestacks to gush more than a billion tons of carbon dioxide into the air – and increase energy-industry corporate profits

Global warming is a major and growing threat to our health and the lives of our children. In large part due to global warming, this summer brought more, and worse, killer heatwaves, droughts drying up historic rivers and causing starvation in equatorial areas, raging wildfires in regions where they previously were rare, and the impending threat of intense storms hitting us this fall.

Despite the lies of MAGA demagogues and the disinformation of right-wing social media influencers, it is clear that human-produced greenhouse gasses are a major cause of global warming.

The Congressional Review Act (CRA) grants Congress a limited period in which to block or overturn new federal regulations like this EPA rule. In order to do so, both chambers of Congress must pass a joint resolution of disapproval (JROD) to that effect. If a president refuses to sign the resolution, Congress can overturn the veto by two-thirds majorities.

Given the political power of fossil fuel big donors and MAGA's anti-”woke” ideology, it will be hard to pass a CRA resolution against Republican opposition. However we can, and should, politically force Republicans to vote on the record about this rule and global warming in general. No doubt they will try to delay any CRA vote on it until after the midterms. Hopefully, Democrats won't let them.
