I am calling on Governor Newsom to sign AB 2760 into law. AB 2760 is a common sense measure to ban the purchase and use of unstudied or evaluated hand held tasers/ shock gloves by all state and local agencies, until they are proven to be safe and save lives.
Authored by Asm Dr LaShae Sharp-Collins with bi-cameral co-signers and community supporters, and passed both the Assembly and Senate, AB 2760 is awaiting the Governor's signature.
Besides adding to the attempts of ICE and Border Patrol to terrorize Californians by utilizing Shock Gloves, these devices are recognized by Amnesty International as instruments of torture.
I am among the majority of Californians who want our government to continue to lead on decreasing police violence and keeping all of our people safe, especially immigrants and communities of color. Spend our tax dollars on housing, healthcare, education and food assistance, not on an unproven scam to enrich wealthy corporations.
For a safer, more humane California, Governor Newson: Sign the groundbreaking AB 2760 to ban all State or local agencies from purchasing or using Shock Gloves until they are proven to be safe and to save lives.
Context and Background
Tell Governor Newsom: Protect our lives in California, sign AB2760 in law. This groundbreaking legislation will ban electric shock gloves in the State of California until they are studied, over a 3 year period, tested, and proven safe and to save lives.
AB2760, written by AD79 Asm Dr LaShae Sharp-Collins has passed both the California Assembly and Senate, with 30 co-sponsors and the support of many Community Leaders. It is now awaiting the Governor’s signature.
California should care for all of our people, and never permit them to be test subjects of and terrorized by unproven law enforcement technologies. Deploying heavily armed, masked agents with these devices during immigration raids deepens fear of law enforcement already in the community. We should assure that ALL members of our communities should feel safe to call for help from law enforcement, rather than live in constant fear of them.
Tell the Governor to abide by California standards of law enforcement: Sign AB2760 into law. Let California lead and be first in the nation to pass groundbreaking legislation to ban all State and local agencies from purchasing or using hand-worn tasers.
Hand-worn taser gloves are largely untested in real world encounters, yet are already being marketed to and considered by law enforcement agencies. This bill draws a clear line: public safety technology must be proven safe and accountable before being deployed. As Federal threats enter California, it is urgent to prohibit the use of dangerous devices at any level, especially on children, elders and pregnant women. Even so, these shock gloves are being used and possibly abused in 20 jurisdictions, including schools. One person died after being shocked 12 times. Because these hand-held tasers are activated through touch, the length of the shock is unclear, and they may deliver repeated or continuous shocks. Equipment like shock gloves is recognized as a means of torture by Amnesty International .
The largest purchaser of these shock gloves is ICE, the agency with the least trained and most lawless agents. $20 million of unaccountable spending on Shock Gloves is another apparent scam, making rich contractors even richer. In California, our government should be spending our taxpayer dollars on housing, education, healthcare and food assistance.
California is the legislative leader in decreasing police violence. We should continue to strive for de-escalation and the use of social skills and other means to calm and prevent violence. For a safer, more humane California, tell Governor Newson: sign AB 2760 to ban all State or local agencies from purchasing or using Shock Gloves until they are proven to be safe and save lives.
