Introduction:
Dear Facilities Management,
I am writing to provide public comment regarding the Bureau of Prisons (BOP) “Environmental Assessment (EA) - Proposed Action to Permanently Deactivate and Close the Federal Correctional Institution (FCI) in Dublin, Camp Parks, California.”
Sample Talking points:
Share your connection to Dublin (I’ve lived in Dublin for 20 years; I’m a Dublin public school student; I work in Dublin), or immigration detention (I come from an immigrant family; I am a survivor of ICE detention).
Speak from your experience. (I’m a healthcare worker and immigration detention is bad for public health; I’m a teacher and I’ve seen how detention rips students’ families apart; I’m a Bay Area resident and I don’t want an ICE jail in my community.)
If you are an expert in a particular area and want to offer comments on your area of expertise, explain why you are uniquely qualified to offer this perspective.
Share your affiliations. Name if you are a part of a relevant group or organization.
INSERT a few sentences on why just leaving these buildings closed, but standing would harm your community. What environmental hazards or safety risks are you concerned about, and why? AND/OR How could this impact property values, and why is that important to you?
ICE enforcement increases in areas with detention centers. How could ICE activity impact you and your community?
How do you feel about inhumane and dangerous conditions in ICE detention? (Read the below for more background on detention.)
ICE detention centers are a strain on local resources. How would it impact you if there is a strain on emergency services, including medical services?
Traffic also increases around detention centers. How could increased traffic, noise, or pollution impact you or your friends and family?.
Closing:
For these reasons, I respectfully urge BOP to: - Fully analyze what is likely to happen after closure, including vacancy, transfer & reuse; - Consider the potential impacts of the facility being reopened or repurposed, including as an immigration detention center; and - Evaluate demolition of the facility, not just closure.
Our community deserves care and resources, not cages.

Background
On Friday, May 1, the Bureau of Prisons published an environmental assessment, a necessary step in the property transfer process of FCI Dublin to ICE so they can reopen it as a detention center.
The public now has 24 days, until June 1, to provide feedback on BOP’s plan. The ICE Out of Dublin Coalition is asking our community to submit public comments and tell the BOP: keep FCI Dublin closed, and keep ICE out of Dublin!
