As an Indivisible SF Member and Clean Money supporter, thank you for your strong support of public financing of campaigns, all the way back to when you were Mayor of SF. I urge you to continue your leadership by signing SB 42, the most important clean money bill so far. SB 42 will place the California Fair Elections Act on the November 2026 ballot to repeal the ban on public financing of campaigns. Jurisdictions throughout California can choose Public financing of campaigns. Charter cities, like San Francisco, already enjoy voluntary systems that give voice to everyday voters and give candidates alternatives to relying on wealthy donors. Please sign SB 42 to strengthen our democracy and empower voters. Thank you.

Bill Language.

Repeals the ban on public funding, except for funds earmarked for education, transportation, or public safety.

Puts into place key requirements for public financing systems that:

  • Require candidates to meet strict criteria to qualify for public funds.

  • Require candidates that accept public funding to abide by expenditure limits.

  • Public funds shall not be utilized for legal defense or fines.

  • Prohibit publicly funded candidates from repaying personal loans to their  campaign after their campaign ends or with public funds.

  • Public funding shall not discriminate based on party or according to whether a candidate is a challenger or an incumbent.

  • Shall require candidates to demonstrate broad-based support in their district, such as by requiring that candidates must receive small dollar contributions or vouchers from a specified number of adult residents.
