Federal Employees Protest at the Phillip Burton Federal Building 450 Golden Gate Ave.

National Active and Retired Federal Employees (NARFE) is organizing a protest for Saturday, March 15th, 11:00 to 12:00 at the Phillip Burton Federal Building at 450 Golden Gate Ave.

The event will stress three themes:

(1) violation of the separation of powers (U.S. Constitution Article Two, Section Two, and Article One, Section Eight) where the Congress, NOT the executive branch, has the power to appropriate funding each federal fiscal year (10-1 to 9-30), and determine the level of Full Time Equivalent Employees each federal fiscal year for each federal agency;

(2) the executive branch permitting unvetted civilians, with neither background checks nor security clearances, to access sensitive federal data computer files and sites, in violation of The Privacy Act (Title 5 U.S.C. 552a), (P.L. 93-579), and RRA 98 (P.L. 105-206, section 6103), and (Title 26 U.S.C. Section 7213 and Section 7431); and, finally

(3) the return of Schedule F which violates the statutory structure of the merit-based Civil Service System (Title 5 U.S.C. 2301), again, an executive branch violation of separation of powers defined in the U.S. Constitution, Article Two, Section Two, and Article One, Section Seven and Section Eight.

NARFE and federal employee unions will have representatives and speakers there and Senator Schiff is invited to speak.
