Public Comment: Reconsideration of the Greenhouse Gas Reporting Program
Submit a Public Comment Directly at the Federal Register
In addition to legislative, policy, financial, and law-enforcement attacks on our democracy, the MAGA Regime is engaged in a systematic campaign to gut or entirely eliminate environmental, health, anti-discrimination, safety, labor, and other hard-won regulations and policies. Each time they attack a rule, they must provide an online public-comment period that "We the People" can use to express our opposition.
The MAGA Regime is driven by ideology and greed, so we have no expectation that our comments will sway them. But we have two reasons to say, "No, we oppose:"
Silence equals assent. We do not consent, and we have to stand up and say so.
When a large number of voters register opposition to a regulatory change, we can use that to encourage our members of Congress to block the new rule by passing a Congressional Review Act resolution later in the process, after the administration publishes a final rule.
The proposed Reconsideration of the Greenhouse Gas Reporting Program (Docket Id. No. EPA-HQ-OAR-2025-0186) would remove or delay requirements to report greenhouse gas emissions, undercutting the scientific basis for GHG regulation. For details, here is the Federal Register Notice of the proposed rule. [Link goes to the Federal Register Notice]

Talking Points
(Note: below are talking points you can use to craft your own statement. Public comment works best when every comment is unique, well-researched and personally relevant.) You may submit comments, identified by Docket Id. No. EPA-HQ-OAR-2025-0186, at the Federal eRulemaking Portal: www.regulations.gov/. To comment verbally at a public hearing; register here.
Commenting guidelines include avoiding profanity and basing comments on reason and (ironically) science. If you have relevant expertise, of course apply that to your comments, but you need not be an expert to comment. These questions could serve to prompt your thoughts:
How does data support scientific and policy analysis?
Who benefits and who suffers from collection of greenhouse gas emissions data?
How does availability of GHG emissions data affect you?
How does GHG emissions data support regulation of GHG emitters?
Who benefits and who suffers from regulation of GHG emitters?
How does regulation of GHG emitters affect you?
How does regulation or deregulation of GHG emitters affect climate change mitigation?
Who benefits and who suffers from climate change mitigation?
How does or will climate change affect you?
What and how much you write in your comments is up to you. Short is sweet ("I oppose this rule change.") but long can be cathartic. Note that the number of people who oppose the change are what counts in influencing Congress to resist, not the length or eloquence of their comments. However, the administration will ignore irrelevant comments and will bundle identical, “boilerplate" comments, so it’s best if you submit comments in your own voice.

Background
In addition to legislative, policy, financial, and law-enforcement attacks on our democracy, the MAGA Regime is engaged in a systematic campaign to gut or eliminate environmental, health, safety, labor, anti-discrimination, and other hard-won regulations and policies.
Their proposed Reconsideration of the Greenhouse Gas Reporting Program (Docket Id. No. EPA-HQ-OAR-2025-0186) would remove requirements for most GHG emitters to report emissions under the Greenhouse Gas Reporting Program and suspend reporting requirements for others until 2034. The proposed rule specifically calls out the petroleum and natural gas systems source category. By removing source data, this rule would undercut scientific, economic, and regulatory analysis of GHG emissions effects, in line with the administration’s denial of climate science and science generally and failure to protect human and ecosystem health.
